On 13 July 2021, Sher Bahadur Deuba has been sworn in as new PM. The first four Ministers (Bal Krishna Khand, Gyanendra Bahadur Karki, Pampha Bhusal and Janardan Sharma have been sworn in on the same day. Dr. Narayan Khadka ahs been sworn in on 22 September 2021. It was not until 88 days after Deuba's swearing-in, on 8 October 2021, that the Council of Ministers was completed. The reasons were party divisions and disputes over portfolios among the government partners.
On 10 October 2021, Gajendra Bahadur Hamal (NC) resigned after heavy criticism from the public and political circles. He had been accused of serving as the brother-in-law of the Chief Justice of influencing the judiciary to the executive. He had also in the past come out as a strong supporter of Nepal's return to the Hindu state.
On 16 December 2021, Minendra Prasad Riajl resigned from the post 0f Defence Minister after he fared very badly in the election of his party's general secretary.
On 7 April 2022, Gobinda Prasad Sharma (Koirala) was appointed as the new Minister of Law, Justice and Parliamentary Affairs. The previous incumbent, Dilendra Prasad Badu, took over the post of Minister of Industry, Commerce and Supplies, which had been vacant since 10 October 2021.
On 27 June 2022, at the instigation of the CPN (US), its four ministers Birodh Khatiwada, Ram Kumari Jhankri, Prem Bahadur Ale Magar and Krishna Kumar Shrestha were replaced. Bhawani Prasad Khapung, previously Minister of State for Health and Population, was upgraded to Minister. Jeevan Ram Shrestha became Minister of Culture, Tourism, and Civil Aviation, Metmani Chaudhary Minister of Urban Development and Sher Bahadur Kunwar Minister of Labour, Employment, and Social Security.
The Council of Ministers continues to comprise 24 people, including five women. This means that women account for 20 per cent of the total, although the constitution stipulates a minimum of 34 per cent. Long live the patriarchy!
